Residence permit self-employed person

Netherlands

Self-employed residence has distinct general economic-interest, artist cultural-interest and US/Japanese treaty branches. General RVO assessment considers experience, business plan and Dutch added value. Points do not apply to Turkish nationals, long-term EU residents from another EU state or independent professions; essential-interest assessment still applies. Registration, permits and income depend on the actual branch; treaty capital/timing rules are separate.

Fee summary

IND standard application/change/extension fee: EUR423; the current fee table also lists EUR423 for change from start-up. Other-EU long-term-resident rate: EUR254; qualifying EC–Turkey work applications: EUR85. Check the current applicable rate/exemption. EUR4500 is business investment, not a fee: only the treaty substantial-capital branch, for most business forms; it is not a general self-employed minimum.≈ $457

Qualification

(2)
  1. Business income evidence

    Conditional

For the general non-treaty branch, demonstrate sufficient business income in the business plan and provide the signed self-employed-income declaration and requested annexes. Use the IND self-employed amount valid on the application date, not the salaried-worker threshold. Form 9531 requires financial evidence checked by an authorised independent external expert.

  2. Treaty capital branch and evidence timing

    Conditional

Only where using the treaty substantial-capital branch: the amount depends on business form; EUR 4,500 is the IND minimum for most forms, not a universal amount for every business or every self-employed applicant. First treaty applications without an existing Dutch permit allow KVK registration/investment within 6 months from the decision-letter date; changes of purpose require available evidence with the application. Extensions require accounts and proof capital stayed in the active business.

Preparation

(5)
  1. Business plan and economic-interest evidence

    DocumentConditional

For the general RVO points branch, document personal experience, business plan and Dutch added value. Include relevant diplomas/foreign evaluations, experience, market/pricing/organisation, balance sheet, three-year turnover/liquidity forecasts and jobs/investment evidence. Points do not apply to Turkish nationals, long-term EU residents from another EU country or independent professions; their essential-interest assessment remains separate. Treaty applications use their own branch.

  2. Trade Register registration

    DocumentConditional

For the general non-treaty self-employed route, register in the Dutch Chamber of Commerce Trade Register (KVK). Treaty first-application timing is covered by the separate treaty requirement.

  3. Dutch freelance commissions

    DocumentConditional

If applying as a freelancer in the general self-employed branch, show one or more commissions in the Netherlands and the corresponding assignment agreements. This condition is specific to freelance work.

  4. Professional permits and BIG registration

    DocumentConditional

Where the profession or enterprise requires Dutch permits, supply the necessary authorisations. For independent healthcare professions under BIG Act Articles 3 and 36a, BIG registration is required. Apply only to the actual regulated activity.

  5. Cultural-interest evidence for artists

    DocumentConditional

For the self-employed artist branch, evidence essential Dutch cultural interest: direct national culture-fund support, or a sufficiently high-quality Dutch cultural institution with genuine need for the work. Supply the applicable funding decision or institution/commission evidence and cultural-interest declaration requested by the form; OCW advises IND.

3

Application

(1)
  1. Treaty nationality, where applicable

    Conditional

Only for the treaty branch: DAFT requires US nationality; the separate Dutch-Japanese treaty requires Japanese nationality. Evidence must establish the actual nationality. US nationality is not mandatory for the general self-employed route; all applicable treaty/general requirements still apply.
