The applicant must be a native of a country with a historically low rate of immigration to the United States as defined by the program.

Applicants must have successfully completed a 12-year course of formal elementary and secondary education or its equivalent.

If lacking the education requirement, applicants must have two years of experience within the last five years in an occupation requiring at least two years of training or experience.

Applicants must provide valid, unexpired passport information and upload a scan of the biographic and signature page in the electronic entry form.

Submission of more than one entry for a person during the registration period will result in the disqualification of all entries for that individual.
